Claims new accounts in auth.users that have not been reported yet and emails one notification per account to SIGNUP_NOTIFY_EMAIL. E2E identities are resolved without sending. Protected by CRON_SECRET via the x-cron-secret header. Scheduled hourly by the signup-notify RunsGreen schedule in .slipstream.json (the pg_cron twin in supabase/migrations is inert — the extension is not installed).
