HO-18477. Renders an HTML confirm page for the opt-out link in the stalled sign-up nudge; writes nothing (link scanners follow GETs). The random token is the credential; no session. Malformed or unknown token: 404 page. Never echoes the address. Cache-Control: no-store, Referrer-Policy: no-referrer. Rate-limited per IP, per machine (30/min).
